Joel is a native of Hagerstown Md. He graduated from North Hagerstown High and received his undergraduate degree from Shepherd University. He started the Rice Agency in 1997 and has been in the Insurance and Financial Services Industry for 23 years. He is a member of the Sunrise Rotary, Lions Club, Williamsport Community Band, Fountain Head C.C., and Otterbien United Methodist Church.
